Smiths Detection Selected to Expand Advanced Security Systems for New York City MTA

Smiths Detection, a leading developer of intelligent surveillance solutions for mission-critical security applications, announced its Smiths DetectionLiveWave business unit has been awarded a $3.2 million contract to engineer and deploy an advanced security solution for the State of New York Metropolitan Transportation Authority (MTA). The Program involves the integration of chemical sensors and security camera systems in New York City area transit stations to enhance situational awareness for public safety and law enforcement applications. This Program is funded by the MTA and the U.S. Department of Homeland Security.

Smiths Detection will subcontract the U.S. Department of Energys Argonne National Laboratory to implement a program they developed known as PROTECT (Program for Response Options and Technology Enhancements for Chemical and Biological Terrorism). PROTECT was initially deployed for the MTA prior to the 2004 Republican National Convention. This contract will expand PROTECT into other areas for the MTA and has already been deployed in several other major U.S. transit systems.

Smiths Detection has provided us with the experience, expertise and technologies needed to develop and implement PROTECT, a complex, scalable solution that has become an important and valuable layer of security for the MTA, said William A. Since the initial PROTECT installation in 2004, the system has proven to be reliable and effective, has enhanced public safety and has enabled our first responders and law enforcement teams to share a common operating picture in real-time as incidents occur.

Smiths Detection-LiveWave has been working closely with Argonne since early 2002 and was contracted to integrate its FirstView® video and sensor management software platform with Argonnes Chemical/Biological Agent Emergency Management System (CB-EMIS) as part of the PROTECT Program. The solution offers real-time access to controllable cameras, sensors, tracking systems and maps using any type of networked PC, including wireless laptops, tablet PCs or handheld PCs. Information is distributed securely via Internet Protocol (IP) networks using Secure Socket Layers (SSL) in a standard web browser with DoD and DHS mandated AES encryption. The solution is highly scalable, able to incorporate existing sensors and add as many new sensors as necessary, whether those sensors are cameras or chemical detectors.

PROTECT was initially developed by Argonne National Laboratory in response to the 1995 sarin gas attacks in the Tokyo subway. A joint effort of the U.S. Department of Energy, the Federal Transit Administration, and the National Institute of Justice, the goal of PROTECT was to create early warning and response systems capable of safeguarding public locations from possible chemical terrorist attacks. Employing chemical sensors and intelligent camera networks, PROTECT provides first responders with accurate information about airborne chemical attacks in large public interior spaces. PROTECT significantly reduces response time to an incident, potentially saving hundreds to thousands of lives in the event of a chemical attack. Subsequent funding has been received from the U.S. Department of Homeland Security.
