China’s Robotaxi Investment​ Shifts from Technology to Operations: CaoCao Mobility Advances Zhuhai Project Construction

On August 1, CaoCao Mobility officially signed a strategic cooperation agreement with Xiangzhou District, Zhuhai. The two parties will cooperate on a “ground-air-space integrated” smart mobility demonstration project to advance the construction of scenarios such as autonomous driving, smart transportation, and low-altitude mobility. As robotaxi commercialization​ gradually moves from road testing to the urban application stage, the market’s attention to operational systems, infrastructure, and commercialization pathways beyond enterprises’ technical capabilities continues to increase. In the early days of the industry, the focus was mainly on autonomous driving technology and the scale of road testing. However, as related technologies continue to enter practical applications, issues such as whether vehicles can operate continuously, whether urban scenarios can form stable demand, and whether supporting infrastructure is complete have gradually become new considerations. The Zhuhai project is a practice for CaoCao Mobility to expand urban-level application scenarios. According to the agreement, the two parties will combine the characteristic scenarios of Xiangzhou District, such as urban commuting, coastal sightseeing, and scenic area shuttles, to promote the construction of a “vehicle-photovoltaic-storage-grid-air” integrated zero-carbon smart mobility project, and explore the synergy between ground transportation and low-altitude mobility. CaoCao Mobility’s first batch of autonomous driving test vehicles will subsequently enter designated road sections for field verification, and gradually expand the fleet size according to the project’s progress.

Synchronized with vehicle testing is the construction of operational infrastructure. The project plans to build a Green Intelligent Mobility Hub, integrating functions such as automatic battery swapping, intelligent quality inspection, and remote dispatching, and reserving supporting spaces for take-off and landing of low-altitude aircraft. For Robotaxi, infrastructure is not an independent link, but an important component affecting vehicle online rate, dispatching efficiency, and long-term operation. By coordinating vehicles, energy replenishment, and operational support, CaoCao Mobility further explores the basic conditions required for urban-level autonomous driving services.

As the most important commercialization carrier of Geely Holding Group’s Robotaxi, CaoCao Mobility continues to build a trinity full-factor closed-loop ecosystem​ around “intelligent purpose-built vehicles + intelligent driving technology + intelligent operations“. As of December 31, 2025, the company’s service network has covered 195 cities across the country, and has accumulated experience in vehicle dispatching, platform management, and user services in long-term shared mobility operations. These existing capabilities can provide a practical foundation at the operational level for Robotaxi to enter more cities, and also extend the observation of China’s Robotaxi Investment​ related industries from technology research and development to commercial operation capabilities.

On the Robotaxi product side, the natively developed purpose-built robotaxi​ Eva Cab, with CaoCao Mobility’s deep involvement in product definition and R&D, has been officially unveiled. This model adopts a steering-wheel-free, no-front-passenger-seat design and is developed around autonomous driving operation scenarios. According to the plan, CaoCao Mobility’s deeply customized purpose-built robotaxi​ will enter mass production in 2027, providing a vehicle foundation for future scaled operations.

At the same time, CaoCao Mobility is also promoting overseas market cooperation. The company has carried out strategic cooperation with the Abu Dhabi Investment Office, and further promoted cooperation with K2 Group and May Mobility to explore robotaxi commercialization​ deployment and operations around the Middle East and European markets. Domestic urban projects and overseas cooperation are advancing in parallel, enabling the company to continuously accumulate autonomous driving operation practices in different market environments.
