Dr. Joseph J. Lestrange
“Dr. Lestrange’s exceptional experience in law enforcement and the AI TECH world make him ideally suited to help guide the future of the National PAL’s important mission to mentor PAL kids across the country,” National PAL Executive Director Dr. Stephen Coan said.
“Our ability to provide high-quality activities that connect kids, cops and communities is bolstered by support from corporate partners,” Coan said. “We are thrilled to have the benefit of his keen understanding of both the realities of street-level field work and of the emerging technologies and necessary leadership values that will determine the success of organizations in the coming years.”
Lestrange is CEO and recent founder of VTP Leadership Solutions, a consultancy focused on strengthening public safety agencies through two primary objectives: aligning organizational values with daily operational practices; and developing adaptive, values-based leaders across all ranks to enhance organizational effectiveness in today’s complex and rapidly evolving public safety environment.
“VTP Leadership Solutions is built upon the foundation that effective public safety begins with values-based leadership—and that foundation is strongest when it is built early,” Lestrange said. “Mentoring youth through programs like National PAL, we not only foster trust and resilience in our communities but also inspire the next generation of public servants and hopefully, the future leaders of law enforcement.”
Lestrange served more than 30 years in federal law enforcement, rising to national and international leadership roles and retiring as a division chief at the Department of Homeland Security. Since retiring in 2022, he has been a widely published and respected teacher and leader in the ethical, responsible implementation of artificial intelligence in policing.
National PAL and its Chapters work to prevent juvenile crime and violence by building relationships among kids, cops, and communities through positive engagement. PAL Chapters serve more than 2 million youth every year in more than 300 communities. It is the premier model for modern community policing and connecting cops to kids.
