What Happened?

Shares of private corrections company GEO Group (NYSE: GEO) jumped 3.7% in the afternoon session after Georgia Public Broadcasting reported that the Department of Homeland Security signed construction contracts worth over $7 billion to expand immigration detention in New York, Texas, Arizona, Florida, and California, with further expansion planned in Colorado, Washington, and Pennsylvania. A planning document says ICE is looking for “mobile detention facilities” run by GEO’s transportation subsidiary, GPB reported. On an August earnings call, GEO chief executive George Zoley said ICE has about 68,000 beds and roughly 30,000 more if the agency is still aiming for 100,000, GPB reported.

ICE and GEO did not comment. The Philadelphia Inquirer reported that Clearfield County extended GEO’s contract to operate the Moshannon Valley center through mid-March 2027. The Inquirer also reported that ICE bought four CoreCivic detention centers over the summer. The contracts are for construction. They are not a new operations award either company has announced. CoreCivic is on this screen because it is the other large private operator, and ICE has already bought centers from it. The confirming event is a contract that names GEO or CoreCivic as the operator of the new beds.

The shares closed the day at $30.61, up 2.9% from the previous close.

What Is The Market Telling Us

GEO Group’s shares are quite volatile and have had 15 moves greater than 5% over the last year. In that context, today’s move indicates the market considers this news meaningful but not something that would fundamentally change its perception of the business.

The company's guidance for fourth-quarter revenue, at a midpoint of $663.5 million, came in 4.7% below analysts' estimates. Furthermore, the forecast for GAAP earnings per share of $0.25 at the midpoint missed analyst expectations by 17.4%. This disappointing outlook overshadowed the strong third-quarter report, in which revenue grew 13.1% year on year to $682.3 million, beating estimates. Similarly, its GAAP earnings per share of $1.24 was 58.5% above analysts’ consensus estimates.

GEO Group is up 92.2% since the beginning of the year, and at $30.61 per share, it is trading close to its 52-week high of $32.77 from August 2026. Investors who bought $1,000 worth of GEO Group’s shares 5 years ago would now be looking at an investment worth $4,305.
