Humanitarian no-fly zone over Ukraine proposed by former NATO supreme allied commander

Retired General Philip Breedlove, NATO’s former supreme allied commander in Europe, proposed a humanitarian no fly-zone which he said would be a step down from a military no-fly zone and have different Rules of Engagement.
