CCHR: Psychiatrist Louis "Jolly" West, The CIA's MKULTRA Mastermind Exposed in Government Hearing

Decades of deception unraveled at the first congressional MKULTRA hearing since 1977, revealing West's central role in mind-control experiments, memory manipulation, and links to high-profile cases.

LOS ANGELES, CA, July 10, 2026 /24-7PressRelease/ -- On June 30, 2026, the U.S. House Oversight Committee held the first congressional hearing on the CIA's MKULTRA mind-control program since the 1975-77 Senate Church Committee hearings, which brought fresh revelations about the central role of the late psychiatrist Dr. Louis Jolyon "Jolly" West. While the broader psychiatric community was silent about West's experiments, the Citizens Commission on Human Rights (CCHR) was one of the few organizations consistently exposing his pivotal role in the mind control program.

A prominent professor and department chair at major universities, West was one of the key architects and implementers of the CIA's MKULTRA program. For decades, he publicly denied his deep involvement and claimed the CIA had only approached him but he refused to participate. Investigative journalist Tom O'Neill, author of Chaos: Charles Manson, the CIA, and the Secret History of the Sixties, dismantled West's claims, using documented evidence from West's own files showing his involvement.

Stephen Kinzer, author of Poisoner in Chief about Sidney Gottlieb, the CIA chemist who directed MKULTRA, testified: "Gottlieb believed that in order to find a way to implant a new mind into someone's brain, it would first be necessary to destroy the mind that was there already."[1]

O'Neill submitted correspondence between West and Gottlieb revealing West's active role, which included using LSD and hypnosis to:
• Extract information from unwilling subjects, with subsequent amnesia.
• Implant false information and induce specific mental disorders.
• Replace true memories with false ones.

O'Neill read from a 1956 West paper in which the psychiatrist claimed success in memory manipulation: "It has been found to be feasible to take the memory of a definite event in the life of an individual and through hypnotic suggestion bring about the subsequent conscious recall to the effect that this event never actually took place, but that a different fictional event actually did occur."[2]

The author said that Congress was never told the full truth about MKULTRA. The original research documents differed from the sanitized versions given to Congress in 1977, with key claims about memory replacement removed.[3]

A shocking example of West's recklessness was the 1962 experiment on Tusko the Elephant. West and colleagues injected a 7,000-pound bull elephant with a massive overdose of LSD. The animal suffered agonizing seizures and died shortly afterward. CCHR notes that this incident reveals the cruelty that defined his "research."

O'Neal also connected West directly to efforts that could create assassins or programmed individuals through these techniques. He highlighted West's disturbing ties to the Charles Manson mass murder of actress Sharon Tate and others in 1969. West had an office in San Francisco's Haight-Ashbury district near the Free Clinic that Manson and his followers frequented regularly, taking LSD. This proximity, combined with West's expertise in implanting false memories and controlling behavior, raised serious questions about potential influence on Manson's ability to program his followers.

West was also linked to Jack Ruby, the man who killed Lee Harvey Oswald in 1963 following Oswald's alleged assassination of President John F. Kennedy. West visited Ruby alone in his Dallas jail cell and declared him "technically insane," recommending immediate psychiatric hospitalization. These conclusions contradicted how others who knew Ruby described him as sane. Testimony and reporting tied to the hearing raised questions about whether West used MKULTRA techniques to silence or destabilize Ruby before he could testify fully about the JFK assassination.

In the early 1970s, West also promoted the notorious "Violence Initiative"—a proposed research center to study and control urban violence. West claimed riots were tied to genetic and racial factors, asserting that those prone to violence were mostly young Black and Hispanic urban males. He called for studying Black and Hispanic children for genetic abnormalities. His proposals included the forced administration of chemical castration drugs and implanting tiny electrodes into the brains of Blacks and Hispanics suspected of violent behavior for remote monitoring. Public outrage from CCHR, civil rights groups, the NAACP, and others stopped the project.[4]

MKULTRA involved 80 institutions and 185 non-governmental researchers and assistants who participated in 149 CIA behavioral research projects. "This was not rogue psychiatric activity—it was institutional," CCHR says.[5] At the Allan Memorial Institute, a psychiatric hospital at McGill University in Montreal, Canada, the late psychiatrist Donald Ewen Cameron directed MKULTRA Subproject 68. Cameron subjected patients to electroshock at up to 75 times normal intensity, prolonged drug-induced sleep, massive doses of LSD, and "psychic driving," ultimately reducing many to a childlike state.[6]

Kinzer urged lawmakers not to view MKULTRA solely as history. He argued that rapid advances in neuroscience, artificial intelligence, and brain-computer technologies make congressional oversight just as important today. O'Neill called for further investigation into government record inconsistencies and West's undisclosed MKULTRA ties. The full truth about MKULTRA must be brought to light, CCHR concludes.

CCHR was co-founded in 1969 by the Church of Scientology and the late psychiatrist Dr. Thomas Szasz to investigate and expose psychiatric violations of human rights. Since then, CCHR has helped obtain more than 190 laws protecting individuals from abusive psychiatric practices.
